Kowloon City.

4. Consul General [grp.omtd.] states that after personally

inspecting the new site and after carefully re-examining the

whole question he is satisfied that the new site is excellent

and conveniently situated and that compensation paid to residents

enables them to build suitable houses there. His Excellency adds

that residents originally accepted the terms offered by Hongkong

Government and agreed to move and that none of them is now refusing

to do so; indeed $2,000 has already been paid out in compensation

and arrangements have been made to pay further instalments as

building progresses.

5. His Excellency is accordingly unable to cancel or suspend his orders which, as I have already indicated, are based

entirely on sanitary grounds. Ends.
